Just downloaded my latest bill, Cable Card rental went from $2.95 to $6.00.

Comcast use to give me a $2.50 credit for using a Cable Card with my own equipment.

As a (former) Spectrum cable customer, I have to say the COE credit was a joke. The only way you could get decent rates was via bargainig for “promotional” rates, and using a TiVo didn’t save you anything. I compared rates with other customers using Spectrum-supplied DVR’s and the total rates for the same cable packages were almost identical. Was/is Comcast different?

Yes before & after COE, since I've NEVER seen a promo where Comcast includes TV/DVR boxes AND DVR service as part of the promo.
Several years ago, I DID have a 2-year promo where the DVR service fee ($10) was waived...but that did NOT include any TV boxes.

Comcast used to (and perhaps still does somewhere in an isolated case) include the XG1v4 DVR in a bundled service promotion (see below).

Here's one account statement from 2020 with the X1 Premier Pro Triple Play bundle including DVR device/service:

And here's the same account a couple of months later when, under the new Simple & Easy accounting procedures, any digital devices were no longer included in the service fee. Since the device fee could not be assessed retroactively to an existing legacy service, a line item for the fee had to be added and then a discount applied to negate the charge for as long as the legacy service remained active.
