Well, I thought this might be something that's all about Gibbs' background, but honestly it's more like "NCIS 1990s". Sure, you have a young Gibbs (and some retired Gibbs thrown in for commentary), but it really does seem like the show went backwards in time.
Though I find it incongruous really - the setting seems to be the early 90s, but that doesn't really line up since NCIS started itself in 2003, and young Gibbs is not just 10 years younger. But the technology of the era puts it at best around 1990 or 1989. It definitely is not mid-80s.
So I'm not sure, I'm thinking it's still got to be a 25+ year gap but it doesn't fit in.
