What programming package is $30 a month?

I heard a commercial last night that advertised directv for under a buck a day. Is this an offer for newbies or some package I'm not aware of? I wasn't near the tivo and didn't care enough to run in the other room to rewind to see details.

Ive heard this offer on the radio as well. Its 29.99 for the first 3 months with commitment.
