Is there any good method to watch live OTA TV from TiVo Bolt from an iPad?
I tried the TiVo app, but I can’t see any way to watch live TV from the iOS app without starting a recording. The issue with this is that is that you have to keep going back and starting a new recording when the program you’re watching ends. It doesn’t just roll into the next show in the guide automatically like you are really watching live.

I tried accessing the TiVo guide at online.tivo.com through the Safari browser on the iPad and even from a browser from Windows laptop and the watch live option works and goes to the next time slot automatically, but it is extremely unstable. Lots of hanging and buffering makes it mostly unwatchable. It’s not lack of bandwidth or processing power since the same browser streams other video like YouTube and other streaming video content without the instability.

Are there any better options?

You'd be better off adding the Locast app and watching OTA channels that way (it's free).

I heard that Locast programming gets interrupted every 15 minutes with requests to donate if you don't donate $5 plus the the 50 cent processing fee per month. I don't want to pay for Locast when I should be getting this included in the TiVo service.

The TiVo service never guaranteed you could stream live TV, it was always had to be recording.

I believe from your iPad using the Tivo app you can go to the Guide and start to record a show, then go to My Shows and start to play that show. Not exactly what your asking for, but could be a work around.
Yes, I mentioned using the TiVo app. The issue I had with that work around is that you can only do that one program at a time. If you start watching at 4:50PM, you have to go back 10 minutes later and start another recording for the show that starts at 5:00PM. If you could set up a playlist to auto play multiple upcoming shows, then that would be an OK work around.

Locast is intended for people who can’t get OTA from an antenna. Since I do receive OTA TV, maybe a HDHomerun and their iPad app would the the best choice instead of paying a recurring fee to Locast especially since Locast might be shut down if their opponents eventually get their way.

I think you only pay a one time fee for the HDHomerun box and then live OTA TV from your antenna through the app is free forever. The only fee I see is for DVR service, but I can just keep using TiVo for DVR service until the box dies or I want to cancel for some other reason.

when you set to record the show from your iPad, set the stop recording option to "3 hours longer" and it will keep playing on your iPad for another 3 hours after the show you set to record ends.
