I am using VideoReDo TVSuite v3.1.5.564 (I know its an old version, but rather not buy another upgrade at this time) and I want to convert a video that's 4x3 Letterboxed into a 16x9 non-letterboxed (Full-Frame). Is it possible and how?

In v3 the only way to do that is by using the DVD function. In v4+ we added the ability to do this via regular save.

I think I should have said that the picture is picture framed (bars all around, sides, top, bottom), not letterboxed (bars top and bottom)

To be honest I don’t remember exactly what v3 can do in the DVD section. It might be able to crop all that off. In v4+ you can definitely get rid of all the bars.
