Yes, it's been like this for a week and a half on two iPads (one an old mini on iOS 9 and app version 3.7.9, the last version of the app that wasn't garbage, and the other on iOS 10 and a slightly newer version of the app) so I assume this is a permanent change on Tivo's end.

Tivo being Tivo the developers probably decided to just stop authorizing usage for old versions of the app, so it's completely bricked for anything but playback of downloaded recordings. The older of the iPads can't even get an update to a version of iOS that's capable of running the current app.
