Can I transfer programs from a TIVO with no cable card to a TIVO with a cable card? Both will be on the home ethernet network until the TIVO with no cable card is retired (i.e. all of the programming has been transferred).

Any insight would be helpful before I buy my new TIVO Edge.

A CableCARD has no bearing on if you can transfer things out of it, you would be fine.
However you do need to have active Tivo service, no service would mean no network features, no transfers.

Also, If the recording is copy-protected, then it cannot be transferred, only streamed.
