Yes, just the difference seem to be the software version. v21+ (aka TE4/Hydra) for the VOX as that function is added It may/may not be possible to revert to v20+ (aka TE3), if you dislike TE4.
TiVo Roamio OTA VOX
Is the TiVo Roamio OTA VOX a TiVo Roamio OTA with a voice remote or are there other differences. Mostly, I want to know how the tuners in this Roamio compare to the tuners in my TiVo Romaio/OTA.

The Roamio OTA VOX box can be sidegraded to TE3. It's the specifically-denominated Bolt OTA box, plus the Edge boxes, that cannot move to TE3.
The Roamio OTA VOX is the Roamio OTA on TE4 and with a VOX remote.

Physically the boxes are the same. The only difference is the "VOX" includes a dongle to enable communication with the VOX remote.
