I don't have an answer for you (yet), but I can tell you right off the bat, before we go any further, we'll need to know which TiVo you have and whether or not you're using IR blaster to control a cable box.
My guess is that you are using IR blasters. Assuming that's the case, one of the codes that the IR blasters puts out must also trigger the TV. Try putting something around the IR blaster and the IR receiver on the cable box. A couple pieces of cardboard or some paper taped together. Doesn't have to be pretty, just needs to keep the stray signals from getting to the TV's IR receiver. Also, make sure the other IR blaster is buried somewhere where the TV can't 'see' it.
If that doesn't do the trick or you don't have IR Blasters we can go from there.
