Mpeg2 files must comply with the formats listed at the bottom of the page above.
Divx and Xvid (mp4 etc.) transfers require the Plus key, purchased from Tivo and used to upgrade your Desktop application.
I can't say about the requirements for .mov and .wmv files as I've never tried those.

Ok, how do you know if your .mpg file complies with those specs or not?

Several ways, but easiest is to right-click filename while playing in WMP and choose properties. I suspect the resolution might be the problem as it was for me.
