Tivo change channels on start up

Ok I have a Tivo elite that changes channel when powering up the amp and tv. I am using a harmony one remote to control my tv tivo DVD player and comcast box. When I start the tivo activities It will turn on the tivo, amp and TV. The remote is set up this way Tivo amp (set to dvd) tv(set HDMI){can not be changed} HDMI 1 lights off light 1 one on.
What could be the cause of this.
