Who knows but he may sell 1000 of these and nobody gets the rebate but only 300 take the time to ask for their $0.99 back. E-Bay has free listing for the next month, so this listing cost the seller nothing. Most people will not take the time to try to get back the $.99. Somebody just getting service should be brave enough to risk $0.99 and find out what up with this.

Yes, it's a guess, but I'm willing to bet on it. This is not the first time referrals have been sold on eBay.

"rebate" from the seller, not TiVo

then it's not an $18 discount, it's just $18 compensation and not even vaguely a rebate. Only Tivo can give a discount on their subscriptions. Referrals have nothing to do with existing subscriptions.
