I wonder if it's just looking for color burst. One of the many "video stabilizers" out there might provide that to your B&W input signals as a side-effect.
Even if the source is B&W, all modern broadcasts are color AFAIK. I don't think anyone actually strips burst or chroma at the xmit side. Of course, I could be wrong.
