With latest TE4 and Power Save turned off, CEC will put Tivo into Standby mode. This is a confirmed bug:
"We apologize for the inconvenience. We are aware of the issue with CEC settings putting the TiVo into standby mode when TV is turned off and is working on a fix. We are going to include your TiVo device to our tracker. In the mean time, you can disable or turn off CEC settings on TiVo in order to for TiVo not to go to standby mode. Thank you for your patience."
One reason I converted to TE4 was to have CEC working. It was ok in 20.8...
