Since you mentioned 8.3 I assume you have the TiVo S3. Is this a new unit that won't work, or is it one you've had a while and now doesn't work? Is the problem only with WSOPs or other programs also?
8.3 has been out quite awhile (six months?). 9.1 is being rolled out now. Did you put yourself on the Priority List, or did someone just tell you that you were on it. Either way, you can still force a connection and check for the Pending Restart message. Most people report that they got the update within 48 hours of signing up to the priority list.
Your problem really doesn't sound like a software issue, but more of a cablecard or signal strength issue.
