Roamio OTA can no longer control TV volume

I have an LG C3 and the Tivo remote has been working fine since I got the TV 14 months ago until just a few days ago. I noticed I can no longer mute or control the TV volume. I have set up the remote again with no luck. I tried a couple other codes and they didn't even let me turn the TV off. All the Tivo functions work. Any suggestions? (I did put in fresh batteries.)

The only thing to do is try known good batteries, and you still need to point it at the TV because its IR. Not like that Tivo can use RF.

The stock remote should be able to talk RF (RF4CE) to the Roamio. TV control for Roamio’s is limited to IR-only, I believe. (Though I’ve lost track of HDMI-CEC support, whether TE4 offered anything new for Roamio’s.)

edit: HDMI-CEC only offers a wake function for select boxes running TE4; no volume control. (link)
