I have been downloading shows using PyTivo and they seem to download each show based on the network's resolution found on each network's wikipedia page. For example, ESPN and Fox channels download in 720p/60fps, meanwhile NBATV downloads in 1080/30fps. Is there any way to download all shows in 720p/60fps?

No it downloads at the resolution of the original recording. You can do post processing with VideoReDo to recode to a standard resolution but you'd have to buy a license for either TVSuite v5 or v6
