Same answer -- Transferring a program from anywhere, to anywhere does not degrade the program. Converting a program to a different format will degrade the program. The amount of degradation involved in a given conversion depends on the formats involved and the quality of the program/device doing the conversion.
Note that some target devices/software are directly associated with a particular format, and "transfers" to such a device involve automatic conversion to the "proper" format. AFAIK this is rare, but you should be aware that it can happen. If the target does not support MPEG-2, a conversion would be necessary and may be automatic.
