No, in order to use MRS or MRV, both devices need an active subscription.
Premiere WITHOUT TiVo Service
I know older units (as I've been around for awhile) are pretty much non functional (although not quite a brick) without TiVo service. I was wondering about this scenario, now that 20.2 is out with MR streaming.
Could a TiVo Premiere be purchased WITHOUT a service plan and used solely as a streaming device from a properly paid for Premiere elsewhere in the same house?
I'd like to show some of my TiVo shows in the bedroom, but simply CANNOT afford another service fee at the moment. If the new MRS works, I could stream programs from the living room with that box, but I was wondering how well this works WITHOUT a service plan on the (possible) bedroom unit.

Nope. Without a subscription, the Premiere is just a dumb cable box without an EPG. You can only tune channels.
In fact, with the 14.9.2.2 software update TiVo removed the 30 minute Live TV buffers and disabled trick play for any recordings in the My Shows List for unsubscribed boxes.

Well at least you can still use if for a digital receiver instead of a digital converter box if you don't have a digital TV! Course, if you going to do that, than probably it would be better to go with with a Tivo with a better tuner like a Series 3.Nope. Wow!!! they got rid of the 30 minute buffers!!?? Must have been too many people buying them and never buying a service plan.
The TV that it would be used with in my original idea does have an HD Tuner, so that's not the angle. I wanted it to stream TiVo programs from another TiVo box, as I can't afford another TiVo service plan at the moment.
Hopefully they will offer a retail version of the Preview soon... But nothing is available today, unless you want to run a video splitter and some type of remote control extender... Downside is that you are limited to one video feed from the TiVo...The TV that it would be used with in my original idea does have an HD Tuner, so that's not the angle. I wanted it to stream TiVo programs from another TiVo box, as I can't afford another TiVo service plan at the moment.
I do that for the TV in my game room.

Another option is to use PyTiVo or KMTTG to offload your videos to a local computer, convert them to MPEG2 and stream them using a standard extender like an Xbox or similar device.
