Premiere in a Reboot loop..help pls

Hi..could some one pls let me know how to rebuild the original Premiere hard drive to the factory settings. I think my HDD software got corrupted after the 14.9.2.2 software upgrade.This is making my Premiere go in to a Reboot welcome > Powering up cycle. I ran the Western Digital HDD analysis on my Hard Drive ...I checked the capacitors too..and there was no issues there as well.Everything seems to be fine from a hardware perspective. Completely lost on how to go back to the original factory settings without a backup...could some one pls help
