one cable card/Tivo tuner?

First, read the CableCARD installation FAQ.

Second - do you have a single-stream CableCARD or multi-stream?

If you are moving this card from a TV, it is most likely an SCard. In most cases, all but the copy-protected channels will work on tuner 0 and all non-encrypted channels will work on tuner 1.

That said, your best bet is either getting another SCard or replacing the existing SCard with an MCard and getting them paired/validated properly.

If you only have one s-card the tivo will only use one tuner.

Not true. It's stated that way for support reasons, but it works the way I indicated. (Been there, done that).
