I have a TIVO BOLT connected to the SAT/CABL HDMI input on an Denon AVR1911 (Which supports ARC). From the Denon, the HDMI out Port is connected to a LG OLED CX HDMI port# 2 (which is labeled 'eARC'). I do not get a picture from the TIVO, the TIVO remote does not work, and the LG OLED does not "see" the TIVO, though it does recognize the HDMI 2 port as being connected. How do I get a picture/sound from the BOLT, through the Denon Receiver to the LG OLED TV? When the Bolt is connected Directly to the TV, I get a picture and sound.

I had a very similar problem connect my Bolt to my C8. I had a black screen even though the LG saw the device and connecting another TV worked fine.

Try turning off HDMI Ultra HD Deep Color for the port. It's under Additional Settings of Picture Settings. I couldn't get any picture to my C8 with HDMI Ultra HD Deep Color turned on when my cable wasn't HDMI 2.0/2.1 capable (it was only 1.4) and the setting turned on because the Bolt negotiated HDR. In fact, even after I put an HDMI 2.1 cable on, I still have turned off HDMI Ultra HD Deep Color as I had other issues. I do have a CX but I upgraded my cables before I connected them. Your issue may not be cables only, as the AVR1911 doesn't support anything above HDMI 1.4.

A recommendation is a much bigger question :) You could get the 2020 equivalent of the 1911 in the AVR-S960H but as I assume you actually need the receiver for the speaker hookups, not the input switching (as you are using ARC). Honestly, I was a die hard 7.1 home theater guy but with all the changes in what can be passed through via HDMI and changing standards over the years, I've switched mainly to sound bars and light sound bar based multi-speaker set ups, plugging everything directly into the TV and using ARC just for the sound out.
