Sounds like that Mini is trying to grab the tuner doing the recording, even though others are free. Did you try opening the Guide and choosing a channel rather than just pressing Live TV? If that doesn't work on the first try, select a channel one of the free tuners is tuned to. When it comes to tuner selection, the software doesn't always make what seems to be the logical choice.

I have a bolt and 3 minis.
One program recording. Can't access one of the minis for live TV. . 2 work fine. Recording stops. 3rd mini will work on live TV again. All the other TVs are off also.
BOLT ... 1 tuner in use for Live TV, plus 1 tuner for recording ... leaving 2 available tuners for Minis, assuming a 4-tuner BOLT. A third Mini won't be able to tune Live TV without interrupting one of the other tuner sessions.

You may be able to get all 3 Minis tuning Live TV if the DVR is put into Standby, but perhaps not. Of course, if you want all 3 Minis tuned to the same Live TV channel, set the channel to record and then start playback of the recording on each Mini.

The TVs are off, but are the TiVo boxes in Standby or powered-on; or have the unused Minis been returned to the Home screen/TiVo Central and Live TV playback aborted? (i.e. It's not playing in the Video Window, even.)
Before I turn any of my TVs with Minis off, I always make sure playing of live TV has been suspended just for this reason. It's still bull**** that you can't steal a tuner if you need one. Basically my only complaint about how this whole thing works.

It used to be easier, just having to bounce out to TiVo Central to free the tuner from a Mini, but I believe TE4 may have enabled the Video Window for the Home screen on Minis, so you have to either put the Mini into Standby or make sure the Video Window has been closed on TE4. (hazy recollection from a few months back)

Your memory is fine. The option in a Mini Vox allows for background ghost video or a video window. I use Standby since they fixed the CEC link to TV power off.

TiVo/SloMo to release the tuner.

Wasn't aware that the Mini Vox supported CEC. Would be nice if the previous models did. I'd just be happy if the auto-standby time could be shortened. Getting anyone besides myself to release the tuner manually is a lost cause in my house.

Before it was finished, the CEC circuit would block Standby if you powered off the Mini before the Mini entered Standby. Since that was fixed, it's like TE3: put into Standby and power off TV.

On my household Mini's that have the traditional peanut remotes, I always just press the TiVo button at the top before the power button for the TV to turn off. Asked the family to do so as well (which they probably do 1/2 the time).

For 3 rooms that have TiVo with my Harmony remotes, I added in the shutdown sequence to send a command for that TiVo button as well when the power button is pressed.

With both of these, the Mini boxes no longer tie up tuners.
