Hey there - a friend of mine just reacivated his Tivo, and is trying to give me the rewards. He says the number begins with 010 (it's an old Series 1).

Anyone know if this is a valid TSN prefix, or is he reading the number wrong?

It's valid.

This is from TiVo info about the DST change:

Series1 TiVo DVRs with TiVo Service Numbers containing prefixes 000, 010 or 002 will continue to record Season Passes, Wishlist recordings, individually scheduled recordings and TiVo Suggestions properly. However, from March 11th through April 1st, 2007 several of the DVRs screens will display a time one hour behind the actual time.
