Not clear what you're asking. What do you mean by "HD DVR"? HR10-250? HR20? Something else?
DirecTV will typically give you a free install of the dish only when you order new equipment from them (or an authorized dealer).
Are you a current DirecTV customer? If not, DirecTV will not activate used equipment for new service. You can order some basic package from them and then add on to it, and get a free install, and then add on equipment.
