Help new here my hard drive in my series 4 TVs 746320 failed completely I have another drive but need to format it with WinMFS but can’t find it and need hard drive image but all the links I find are dead can anyone help

I have another drive but need to format it with WinMFS

This is a wrong assumption, you do not need to format the drive. Neither will WinMFS help you as it will not work on Series 4/Premiere. What you will get is a DVRBars (.VHD) image file that you use that program to "install" the image onto the blank drive.
