We have seen a couple movies lately on Hallmark channel that were cut off of the last minute or two. I recall seeing this kind of behavior a while back when NBC was scheduling shows to start or end a few minutes into the next hour.

Has anyone else noticed this happening on the Hallmark or other channels? I know I can add 5 minutes to the end of the shows when recording them, but I haven't needed to do this for ages and don't relish the idea of having to do it every time just to be sure I don't miss the end.

Lots of networks do it. I essentially pad everything if I can.
This was more of an issue in the past for me, but now that I've got 10 tuners (6 Roamio, 4 Bolt), I just pad everything by +/- 2 minutes. Can't hurt. Except for things on Sunday night on CBS, after a double header football game. I manually add 30 minutes to the last recording of the night. Out West, that's enough.
