Doesn't the former registerer have to deregister first?

My first Roamio, purchased used off eBay, that's what I did. I have no idea if the previous owner deregistered it. I suppose if I ran into an issue, I would have contacted him and asked him to deregister it. If they ignored me, them I would have asked eBay for a refund.
