To whom it may concern,

I have spent several days reading back and forth on how to connect my TiVo to my PC and I am still at a loss. Help would be greatly appreciated.

I am trying to download my videos from my Philips DSR708 to my laptop or desktop PC, and I need to know how to get started (i.e. what software, cables, tools, etc. I would need in order to achieve this task).

Can't do it without making modifications to the software inside your TiVo. DirecTV TiVos do not support network connections. If you want to get into "hacking" your TiVo to enable network functionality (not exactly the same as what standalone TiVos offer), go to the Underground section of the forum and read some more.
