I had set up a One Pass for this series premiering tonight a couple of weeks ago, got an email from Epix reminding me to watch, and then noticing that the show wasn't scheduled to be recorded. Had to change the 1P setting to "new and reruns" instead of just "new" and that fixed everything.
Apparently the series is a few years old and the guide is showing an OAD of 6/6/2018 for Episode 1, which is the crux of the issue. Not sure how TiVo is supposed to correctly handle that situation.

the "correct" handling in this situation depends on what you think the definition of "new" should be: new to the USA, or new to that network, or new to the world? Or, perhaps, new to your TiVo unit/account?

"Condor" aired exclusively on the DirecTV/AT&T Audience channel in 2018, so it was new to the USA then, BUT -- the series was an import originally from Scandinavia where season 2 is already available. Only a narrow definition would consider tonight's episode to be new. Fortunately you found the solution.
