I don't watch the show, but I clicked into the thead as I just finished reading a feature piece on CiC in the current Entertainment Weekly. I don't get the idea that ABC is giving up on the show at all. If they were, I don't think they'd have given the reins to a TV heavyweight like Bocho, who likewise wouldn't have taken them without some assurances that he'd be given time to craft the show he wants.
Certainly the ratings were hurt by the show's long layoff in December and early January, and coming back against
Idol didn't help, either. In the EW article, ABC Entertainment president Stephen McPherson "admits he's concerned about the [ratings] drop-off, and is looking for a scheduling remedy. 'I think it was [on hiatus] for so long, and it's a competitive time period. We love the show. We think it's going to be with us for a long time. We want to get some more traction back. We'd also like to get it a better lead-in. [Sitcoms]

I haven't always had faith in ABC's intentions (see
Karen Sisco from a couple of seasons ago) but I think this move is a good-faith effort on their part to re-launch the show strongly in a better timeslot, and with a string of new episodes through the end of the season, rather than let it limp along where it is.
