Your cablecard is not paired correctly and/or they need to 'ping' the card to reauthorize it.

Thanks so much. I will get Charter back out and ask them to try it out.I had this same issue regarding HBO and Cinemax with Charter in St. Louis on my Series 3. The tech brough one M-card with him and installing that took care of the issue for the associated tuner. Based on his prior experience with another customer, he called Charter and had them remove and re-add my existing S-card from my account and treat it like a new installation. That resolved the issue for the other tuner.
