Everything you describe is typical of a TiVo simply not being able to tune in a signal on a particular channel. Most likely a problem with the source channel, but could just as easily be a lineup problem introduced by Bad_Rovi.
Did you check the History/Recording Activity?Bolt+ indicated it was recording CBS last night but no CBS shows were recorded.
I could watch the channel live on the Roamio Pro.
