Anyone Have Their CableCARD Authorization Change when you Change Channels??

When I change the channel on my THD from a non local HD channel to a local HD channel, I get a change in the authorization on my cablecard from "subscribed" to "missing_program_rekey" and I also get a pixelation problem.

Anyone have a clue as to what is happening here? I suspect the issue is with the Verizon Fios signal but really would appreciate any help on this one.
