Bill's powers are triggered by mental state, like when he's pissed off. When they went to the feel-good commune a couple weeks ago, he zen-ed out and has been in a good mood since then. It wasn't until the end of this episode that he got pissed off enough to trigger it again.
He's back to "normal" now.
