Assuming you mean the TiVo Series 4, also known as Premiere (all flavors of Premiere), The standard monthly rate for all Series 4 is $19.99. The MSD for all Premieres is $14 your were quoted. The older TiVo's (all S3's for example and all legacy TiVo's) are charged the old legacy monthly rates.

Some people do just get S3's (S3, HD, HDXL) to avoid the higher montly fees of the S4 and don't see any value to justify the higher rates for the S4's. Of course, you will hear others say they love their Premiere, but I can tell you that even AFTER they activated the 2nd Core on the S4 (yeah, the grid guide is really snappy now) My S3's and HDXL are still a more positive experience than dealing with my Premiere. To each his own, I guess.

The bottom line is they have decided to lower the purchase price and raise the service costs. Right now a Premiere with lifetime and MSD is $500 exactly what I paid for a TiVo HD with lifetime and MSD so the price has remained pretty flat they just collect it differently.

The TiVo on which you pay the full rate of $12.99 (I think it's actually $12.95) per month is the one that qualifies you for the Multi-Set Discount that gets you the HD at $3 less, and would also knock $5 off of the full monthly rate on the Premiere or Premiere Elite.

Once you get the Premiere you may be able to threaten to discontinue the HD and get them to counter with an offer of lifetime service for it for $99. as many others have. If you've had that HD for 3 years you might be able to get $99 lifetime even without getting a Premiere.
