IIRC, yes. I think deep down inside the times are Greenwich, and it adjusts them for display by the rules of the day. Once DST ends, those rules will change and it will display properly.

All of my todo list recordings start an hour before normal broadcast time.

I'm pretty sure the guide is funky at DST start/end around 2AM so be careful with shows starting to record in the middle of the night.All of my todo list recordings start an hour before normal broadcast time.
