He cried because he believes his new show will be as popular as AI.
Good for him. When I went to a Dodgers game last year I cried for the same reason. I had left the hospital about four months earlier, and it was just great to be alive.

Oh, brother. Showing emotion is great and I applaud him for it, but his philosophy of leadership is lacking. He just said that because he knew it would get his name in the papers.

I realized the answer when I found out he was going to be on Simon Cowell's new show. I think they planned the whole thing to get publicity.
People remember seeing Hasselhoff cry on AI....people see commercials for "Simon Cowell's new show" hosted by him. People now want to watch it.
I feel real sorry for anyone whose reason for watching AGT is because they saw David Hasselhoff cry on AI.
Well, it's probably more likely that they planned showing Hasselhoff at the end and he decided to cry on his own (or, as he puts it, he was overwhelmed with emotion).
