Time Warner SE Wisconsin picture problems?

    I know there's at least a couple other SE Wisconsin TiVo owners here. Anybody experiencing picture quality issues? I've noticed the picture quality on the locals has gone down. Fast moving pictures are now more pixellated than they used to be. So TW has cranked down the bitrate. Yippie.

    But here's my main issues:

    1. A few times per show I'll get a strip across the top quarter of the screen that is garbled. It lasts for less than a second. Ignorable, almost unnoticable. No biggie.

    2. Sometimes it gets much worse. The strip across the top becomes very frequent, the audio starts dropping out and the picture jumps (pauses, goes blank, starts back up.) So far I've seen it happen on Lifetime (channel 36) and one of the PBS stations (1010?)

    I've seen TiVo hard drives go bad a half dozen times before and it doesn't look like this, so I'm inclined to think it is TW's new encoders going crazy. I haven't yet been able to catch it while it is happening and check the other TiVo either though.
