Signal strength goes from 92 to 90 around every second. Normal?

    It goes from 92 to 90 signal strength and 37 dB to 36 dB snr about every second. Is this normal behavior?

    It is on my CBS channel at 123MHz. My MSNBC channel, at a much higher frequency, frequently drops back from 90 to 87 and 36dB to 35db.

    Fluxuations in signal strength and SNR that are only a few percent are completely normal.
