    From what I've read in the Torchwood thread on AVSforum, Doctor Who itself is *not* shot in HD, but in PAL 16/9 on Betacams. This is apparently a budget concern, due to post-production costs associated with the often-special-effects-heavy Doctor Who. As I understand it, Torchwood is going to rely much less on special effects, so HD post-production costs are more manageable. If you really want to know more, I suggest checking the thread out.
