I never saw this behavior w/ RC30, but since moving to RC29 this is back,

Does RC30 mean Hydra? If not, I can't see how you'd otherwise go to a lower #ed release..

No hydra involved in the RC30/RC29 story. It's all TE3. (Hydra is TE4).

They pushed out RC30. It had a build bug, the main development trunk had moved on, so they couldn't easily just push out a RC31 or whatever to quick fix it. Their system doesn't allow them to reuse build numbers (ie, reissue a rebuilt RC30), RC29 was never used, so they built a RC29 without the bug, and pushed it out.

In theory RC29 is identical to RC30, but built correctly (In reality, who knows - maybe it's whatever state some unreleased RC29 was in before they built RC30). And we all twitch a little inside because the version number went backwards. But timeline wise, RC29 does indeed follow RC30.
