You say Spooks is cut? DVDs too? I haven't rented any recently, but the first five or so seasons seemed complete to me.

Usually BBC series DVDs are direct ports of the UK DVD release, so there wouldn't be any cuts. (Except Top Gear which has nearly all of the excellent music changed and perhaps some UK-centric content or guest stars removed.) That said, I've seen a lot of DVDs of old Masterpiece Theatre and Mystery! episodes that looked to be taken directly from PBS's broadcast master, complete with Diana Rigg introduction and donor acknowledgements.

Unless some how I missed something, both public and commercial broadcast TV stations pay nothing for the use of the frequency spectrum that they are assigned by the FCC and never have.

Commercial broadcasters are required to air programming in the public interest - local news, educational programming, and public affairs programming (the stuff that no one watches in the wee hours of the night) to keep their license.
