    The above comments were made as part of FCC preceeding 97-80 (Commercial Availability of Navigation Devices). You can submit comments as part of the preceedings by using the FCC Comment Filing System (http://www.fcc.gov/cgb/ecfs/). The Getting Started page (http://www.fcc.gov/cgb/ecfs/gettingstarted.html) includes links for how to submit comments by paper (http://www.fcc.gov/osec/guidelines.html), by email (http://www.fcc.gov/cgb/ecfs/email.html), or via their web interface (http://gullfoss2.fcc.gov/prod/ecfs/upload_v2.cgi). The web interface (http://gullfoss2.fcc.gov/prod/ecfs/upload_v2.cgi) is pretty easy to use / understand.

    Again, its FCC preceeding 97-80.

    There is also a search page (http://gullfoss2.fcc.gov/prod/ecfs/comsrch_v2.cgi) where you can search for comments in a preceeding.

    The above comments were specifically made in the matter of the NCTA's waiver request of the integration ban. The NCTA, BendBroadband, Charter, Verizon (and a few others) have requested waivers. The FCC issued a request for comments on these waivers (which also include filing instructions):
