There is a possibility it is! If you attempt to download an H.264 recording using the PS format you will get a file that only has audio. How did you download this file? If you used TiVo Desktop you have to enable the "use fastest method" setting to get a TS file. If you used pyTivo TS is the default but it can be manually changed to PS. I believe that TS is also the default for kmttg, but it too can be changed. And if you used the website there are separate links for PS and TS and you have to click the right one.

If the file has video and just won't play in WMP you probably just need to install a codec. Try installing K-Lite on your system, that should fix that problem.
