After trying everything conventional I did a Kickstart 51 which actually worked. It loaded Hydra, but that is okay. We'll keep the Bolt old school and use this Roamio to test drive Hydra.

I had the same problem with a S2 Tivo, no cable provider in my Zip code and I also tried the 00000 zip code, what worked for me, I unplugged the Tivo plugged it back in and it loaded the update and then was able to load my zip code cable provider.

This worked for me too... TiVo S2 not used for a long time, tried to update to enable compatibility with digital to analog antenna adapters, but couldn’t get past point of “no phone service in this zip code”. Tried several zip codes, and finally zip code 00000. That failed as well, but then I unplugged TiVo, waited 30 sec, plugged back in, and within 30-60 sec the screen indicated a service update in progress. Took about 40 minutes. For internet access I plugged a USB to ethernet adapter into the TiVo, since I had no WiFi adapter that worked. The brand is an old one, Computerland, and probably rare now, but I get the idea many of these work. Here’s a list of wireless and wired adapters known to work: https://support.tivo.com/articles/FAQ/TiVo-Compatible-Network-Adapters-FAQ

I see that this is an old thread but currently have the same problem on a brand new Tivo Roamio OTA recorder that's been in storage. I tried setting it up over my wireless connection today with numerous different zip codes including 00000 and even going to TVGuide online using a Oakland/San Fransisco zip code where I reside in with no avail. I was able to see in the more info pane during set up that the box is currently running 20.4.1.RC16-USA-6-846-INIT. Is the software version the reason why I can't get it up and running? Any help on this would be greatly appreciated. Thanks!

Yes, it certainly seems to be at least one cause of this issue. Can you leave the Roamio on and with an Internet connection to see if it can automatically update? If it doesn't after a day or 2, there might be some kickstart commands that can help force it.

Hi Scott- That I can do. Will leaving it wirelessly connected be sufficient or should it be hard wired through my router? Thanks again for the reply.

So far no updates have occurred after two days of being connected wirelessly to my router. Still keeps telling me no providers or channels in my zip code. I'm not using the cable selection in the set-up menu just antenna

I'd try it again with a hard-wired connection. If that doesn't work call TiVo. It should update to 20.7.4b automatically as soon as it boots up with a good network connection, and since the OS on a Roamio is in flash memory on the motherboard you can't fix it by replacing the disk.

You could try some kickstart codes like 52 or 58. Beyond that I would call customer support.

Click on the link that Greg provided in his message KS 51 is supposed to be software upgrade but not sure if that one still works.

If you have not yet done a power-off reboot - you need to do that to get a box in that condition to load a new software update that it has downloaded. Sometimes TiVo has advised users to leave the box unplugged for up to 12 hours. Personally, I can see no possible value from leaving it unplugged any longer than it takes for a normal complete power down (what can an electronic device be doing when no electricity is available?), but I suggest you do let it sit for at least a few minutes to let the capacitors discharge.

This is never needed in normal operation, but a Guided Setup loop is not normal.

Thanks everyone for your feedback on this unit but after Tivo online chat today proceeded by them having me calling Customer Service, I'm putting it up for auction with the software issue disclosed and exploring other options. Thanks again for all the replies and help.
