Since the switch to Rovi guide data many are missing guide data.
We have to open ticket and then wait and wait sometimes a month for someone to read it and fix it.

SOLUTION: Tivo should write a script. it would read the guide data for each City (I know they have access to this). It would then output into a spreadsheet all the Channels that say "To Be Announced". Then they can proactively fix the channel before we the customers have to call it in or open a ticket.
CATV companies constantly add or change channels, I do not know why this script is already in place. It is so simple. I got to wonder if this is how the NewsCorp (or what ever they call it now) does it as their Guide data is near perfect.

actually TIVO would need to know provider and channel placement which for a provider might differ from each city served

Not really. When a channel gets added to a system, TiVo finds it and gives it a proper name such as Reelz HD but doesn't get programming data. The OP is right. The data is available to single out new/missing channels.
