Kinda funny to me is the X1Gv4 and Tivo Edge are both made by Arris.
I don't know either as I do not have Edge but it kinda sounded like Tivo does not really care if it is or is not fixed.
Have you tried contacting Tivo and explain you want your Tivo to stay on TE3?
Once they have the TSN they may be able to set it to stay on TE3.
Maybe the cloud X1 models this is true but the 4K XG1v4 has a 500GB hard drive and does have a live buffer.

Went back to TE3 right before the pre roll started as I needed PC > Tivo transfers.
Turn off suggestions and no more conflicts as far as suggestions overriding recording.

All you have to do is tell your CC to block the retailer.
