At this point I can only speculate that it's either a condition that is accentuated when under load, or the errors are in the transmission stream itself.
If the errors are in the signal before it gets to the cable company or in the signal before the final stage of amplification of the RF before it enters your house, then good levels coming into the house won't help.
All the receiving in my house is analog, and yet I often see "digital" looking errors in the picture, so I know the problem is occurring before it gets to my house.
