Austin area PPV on Premiere 4XL (Help!)

So I hopped back from UVerse back to Tivo and snagged a new 4XL.

I have UFC 148 this weekend and I'm trying to make sure I'm ready to order the PPV. I tried a test run of ordering PPV on channel 1650 (HD PPV) and the channel kept giving the 'This channel is not available with your tuning adapter.) The help tech from Time-Warner cable (I'm in Austin TX) said that PPV doesn't work with cable cards. He was very clear on this, and insisted it was the case, despite all evidence I can find online to the contrary. Is he right? Is there no way to order PPV (not On Demand) from Time-Warner in Austin?

Obviously it can be different for TW, but I know with Comcast in Chicago you can order over the phone when it's on an actual channel, as in your situation. It should be no different than activating a channel like HBO when ordered over the phone. I'd keep calling until you get someone that knows what they're doing.

So far I started at 10:30 this morning and it's 12:50, I've called six times. I was told once it simply would never work, told another time I could call a special Time Warner unit that handled only Tivo that turned out to be the Tivo technical support people, called Tivo (who told me this was an FCC violation and they'd file it) and finally got someone in Customer Service who was helpful and had someone senior check it out. They advised a truck roll, which I don't really think is required. That guy asked me to reboot the Tivo and Tuning Adapter - which didn't work.

The next guy (5th person) told me to bring 'my box' into TWC to have it replaced. I finally after ten minutes managed to get him to escalate me to his supervisor who determined the failure was in the Mcard. They're rolling a truck next Wednesday to fix it.

No, there is no means at this time of ordering and watching PPV witj TWC on TiVo. Eventually cable providers must do this. Some have already started, TWC however is very anti-competitive

That's what the tech said today; he said he consulted with three other senior techs and they all agreed.

However, when I was transferred from TWC to Tivo support (TWC told me this was their 'special Tivo support unit, all they do is Tivo' and repeatedly answered my question of 'Is this TWC?' with 'Yes') the Tivo support rep told me that his Tier2 consult told him that this was an FCC violation. That PPV should work, On Demand wouldn't. And that Tivo was going to file some sort of FCC complaint over it, since TWC told me to get a digital converter from them to get it to work.
